Official: Chelsea s financial violation fine of 20 million euros up to 80 million euros, and a fine of 11 million euros violated the expenditure cap

Club Financial Control Agency (CFCB) announced today a series of resolutions involving regulated clubs in the 2024/25 season, chaired by Sunil Gulati.

Football Profit Rules

CFCB First Chamber determined that HNK Heidu Sprite (Croatia), Aston Villa Football Club (England), Chelsea Football Club (England), Barcelona Football Club (Spain), Olympic Lyon (France) and Porto Football Club (Portugal) did not meet the football profit rules that were first evaluated in the 2024/25 season. The analysis covers fiscal year data for 2023 and 2024.

In evaluating club compliance with football profit rules, the CFCB focuses on transactions involving the sale of tangible or intangible assets, player exchanges (that is, "swap"), and player transfers between related parties. According to the UEFA Club License and Financial Sustainability Regulations - 2024 Edition, the profits generated by such transactions shall not be considered related income, so the club needs to make accounting adjustments.

HNK Heidu Sprite, Aston Villa Football Club, Chelsea Football Club, Barcelona Football Club and Olympic Lyon reached a settlement agreement with the CFCB, with the terms of the agreement being 2 years, 3 years or 4 years respectively. The length of each settlement agreement depends on the club's ability to meet the requirements of the Ordinance within a specified time. The club's ultimate goal is to fully comply with the football profit rules at the end of the settlement period (i.e., the 2-year to 2026/27 season, the 3-year to 2027/28 season, and the 4-year to 2028/29 season).

All clubs agree to pay fines based on the degree of violation (conditional and unconditional). For the 4-year settlement agreement, additional financial forecast results for the fiscal year ended 2025 are also considered.
