China Chip Technology recently released Fenghua No. 3 to be the company's latest flagship GPU. Xinxing Technology promises that this third-generation GPU product has made significant progress compared to its predecessor products.
According to foreign media reports, the Winter Series Display Card has undergone a key change in design concepts. Fenghua No. 1 and Fenghua No. 2 of Xinxing Technology were developed using the PowerVR IP of Imagination Technologies. Afterwards, the new Wind 3 took advantage of the Nanhu V3 design concept of OpenCore Institute and changed to a RISC-V architecture that utilized the source.
Tom’s hardware's report pointed out that the Xinxing Technology did not provide any more details on Fenghua No. 3 at the launch conference. However, they emphasized that the design of Wind No. 3 was completely developed from the bottom layer by itself. Another potential major breakthrough is that it is compatible with NVIDIA (Nvidia)'s proprietary CUDA platform. If this statement is true, it will be a big business machine with this picture card.
According to the specifications released by it, Wind No. 3 is equipped with more than 112GB of HBM memory, and has outstanding performance in handling large language models (LLM). For example, in terms of single card capability, a single Win Hua 3-digit picture card can handle LLM models with 32B and 72B parameters. If 8 Winds 3 works together, it can handle models with parameters up to 671B and 685B. In addition, Xinxing Technology claims to provide unconditional support for a variety of mainstream AI models, including the DeepSeek V3, R1 and V3.1 models, as well as the Qwen 2.5 and Qwen 3 model families.
In the professional application field, Xinxing Technology also calls Fenghua No. 3 a number of advantages. First of all, it is claimed that Fenghua No. 3 is China's first display card that supports YUV444 format. The YUV444 format provides the best color detail and fidelity, which is especially helpful for users who work in a large number of CAD industry jobs or video editing. Second, the manufacturer also strongly supports 8K (7680 x 4320) monitors. This graphics card can drive up to six 8K screens at the same time, with a refresh rate of 30 Hz.
As for, one of the most eye-catching professional functions is its application in the medical field. Wind3 is the world's first picture card that provides native support for DICOM (medical digital image and transmission) standards. The importance of this feature is that it enables medical images such as X-rays, MRI, CT scans and ultrasound to be accurately visualized on standard monitors without the need for expensive, dedicated gray-level medical monitors.
From the perspective of game support, Fenghua III is described as a "jack of all trades" display card, which sounds like supporting the latest APIs, including DirectX 12, Vulkan 1.2, OpenGL 4.6, and also has the ability to support ray tracing. Therefore, the team showed the popularity of the game when Wins 3 runs Tomb Raider, Delta Force and Valorant. However, there is currently no information on game settings, resolution or actual rate available, and its performance remains to be further tested.
Regarding the release of Fenghua III, it should be manifested in the context of the country's more extensive semiconductor industry development. China's semiconductor industry is gradually improving. Although it is unlikely to match the U.S. industry in the short term, China's main goal is to achieve self-sufficiency in the key areas now. Single releases like Wind 3 may seem trivial, but they may be combined into material developments, which are worthy of further attention.
